PRADHAN MANTRI FASAL BIMA YOJANA

 It was launched on 13th January, 2016.

 This scheme replaced the existing two crop insurance schemes viz. National Agricultural Insurance Scheme (NAIS) and Modified NAIS and is being implemented since Kharif season of 2016 (June 2016).

 The new Crop Insurance Scheme is in line with One Nation – One Scheme theme. It incorporates the best features of all previous schemes and at the same time, all previous shortcomings/weaknesses have been removed.

 Ministry of Agriculture and Farmers Welfare is nodal agency for this scheme.

 The scheme covers Kharif, rabi crops as well annual commercial and horticulture crops.

 It also covers post-harvest losses apart from yield loss.

 It also has provisions for farm level assessment for localised calamities including hailstorms, unseasonal rains, landslides and inundation.

 It is open to all farmers.

 It is optional non-loanee farmers.

 There is no capping in premium and there is one premium rate on pan-India basis.

 The premium rate is 1.5%, 2% and 5% for all Rabi, Kharif and annual horticultural/ commercial crops, respectively.

 The balance premium will be paid by the government to provide full insured amount to the farmers.

 There is no upper cap on government subsidy, even if the balance premium is 90 percent, the government will bear it.

 A cluster approach will be adopted under which a group of districts with variable risk profie will be allotted to an insurance company

 The existing State Level Co-ordination Committee on Crop Insurance (SLCCCI), of the concerned State will be responsible for monitoring the programme in their state.

PRADHAN MANTRI FASAL BIMA YOJANA

 A National Level Monitoring Committee (NLMC) under the chairmanship of Joint Secretary (Credit), Department of Agriculture cooperation and farmers welfare (DAC & FW) will monitor the scheme at the national level.

 The scheme proposes mandatory use of remote sensing, smart phones and drones for quick estimation of crop loss to speed up the claim process.

 Rs 5,500 crore was allocated to this Yojana in Budget Estates 2016-17 and it was increased to Rs 13,240 crore in the Revised Estimates for 2016-17 to settle the arrear claims.

 In Union Budget 2017-18, Rs 9,000 crore has been allocated for this scheme.

 The expenditures of this scheme are funded through “Krishi Kalyan Kosh” in which money obtained through Krishi Kalyan Cess is credited.

 The coverage of this scheme will be increased from 30 per cent of cropped area in 2016-17 to 40 per cent in 2017-18 and 50 per cent in 2018-19.
