Rashtriya Krishi Vikas Yojana

Rashtriya Krishi Vikas Yojana is a State Plan Scheme of Additional Central Assistance launched in August 2007 as a part of the 11th Five Year Plan by the Government of India.

 Ministry of Agriculture and Farmers Welfare is the nodal ministry for this scheme.

 The main aim of this scheme is to achieve 4% annual growth in agriculture.

 It was launched to incentivize the states to increase their investment in Agriculture.

 A state is eligible for funding under the RKVY if it maintains or increases the percentage of its expenditure on Agriculture and its Allied Sectors with respect to the total State Plan Expenditure year on year.

 It covers all sectors of agriculture like Animal Husbandry, Agri-Finance, Agricultural Marketing, Agricultural Research and Education, Crop Husbandry and Education etc. The basic framework of this scheme is as follows:

 Under this scheme, the central government provides support to states on the basis of their own budget on Agriculture & Allied Sectors.

 The states are mandatorily required to prepare the District and State Agriculture Plans that comprehensively cover resources and indicate definite action plans.

Presently 6 Sub-Schemes are running under Rashtriya Krishi Vikas Yojana :

  1. Bringing Green Revolution to Eastern Region: To improve rice based cropping system in eastern India.

2. Initiative on Vegetable Clusters : To increase production of vegetables.

  1. National Mission for Protein Supplements

  2. Saffron Mission : Started in 2010-11; To improve saffron cultivation in JK

  3. Vidharbha Intensive Irrigation Development Programme

  4. Crop Diversification .

In Union Budget 2017-18, Rs. 4500 crore was allocated for this scheme.

On 8th April, 2017 Agriculture Ministry under the Rashtriya Krishi Vikas Yojna (RKVY) have signed a Memorandum of Understanding (MoU) with the National Remote Sensing Centre (NRSC), a wing of Indian Space Research Organisation (ISRO) for geo-tagging agricultural assets.
